Minutes of the April 16, 2009

The regular meeting of the Board of Health was called to order at 7:00 pm. by President Randy Moscaritolo who announced that the meeting was being held in conformance with the Open Public Meeting Act.� Sunshine law was read.

On roll call the following members responded as follows:

Health Officer Ferraioli was present for this evenings meeting.� Liaison Scott Klinder was present.

President Moscaritolo welcomed a new member, Adina Lee, to the Board of Health.��������������������������������

A motion was made by Commissioner Pentz and seconded by Commissioner Neuhauser to accept the regular minutes of the previous meeting.� All in favor.

The monthly reports were discussed, approved and carried on motion by Vice President Gabriel and seconded by Commissioner Pentz.� All in favor.

The monthly income and expenses for March: Income-$3,983.50 and Expenses-$3,136.70

A motion was then made by Commissioner Pentz and seconded by Commissioner Pugliese to approve the finance report and pay the current bills.� Motion carried on roll call as follows:

Correspondence:�

President Moscaritolo introduced the Resolution from Mayor and Council appointing new Board Member, Adeena Lee.

Letters of acknowledgement to former Board Members Judy DeSiscio, Dr. Sean Kaufman, and Marie Condo for their service were introduced by Health Officer Ferraioli.

New Business:

The Municipal Rabies Clinic was discussed.� The State has decided to eliminate all rabies programs where the residents of the town can bring their dog to their vet to have them vaccinated and then the town submits the bill and reimburses the vet.� The state feels it is more of a problem to handle the vets than it would for each municipality to have their own clinic.� The state will still supply the free vaccine, free syringes and books only if the town has a dated clinic (1 to 3 a yr.)� If the town keeps the rabies program as is; the state will not supply the vaccine to the town.� This must be set up by July 1st.

The DPW have been having problems with grease build up in that line that comes down 26th Street into the Boulevard and into Market Street.� It was believed that it was coming from LaGriglia; however, we surveyed the area and the strip mall empties their sewage in the back onto Jefferson Avenue.�� We have had problems with Big Apple Pizzeria previously. REHS Grady did the survey.� Health Officer Ferraioli has instructed REHS Grady to issue NOV�s to LaGriglia, Big Apple Pizzeria, and I Love Bagels.� The Health Department may be doing more investigations.

Every year we are required by the State to put together an annual report.� Part of the annual report is to put together a Board of Health Organizational Chart and register the Board of Health.� Health Officer Ferraioli requested the Board approve the registration and organizational chart.��

A motion was then made by Commissioner Forman and seconded by Commissioner Pugliese to approve the Registration and Organizational Chart.� Motion carried on roll call as follows:

Old Business: �

Health Officer Ferraioli inquired as to whether the Board wished to address the contracts now or wait until the Board knows where the budget stands.� The contracts are Township of Union, Union CHC, TB/UMDNJ , TB/CHCV, STD/Elizabeth � all thru Union.� The Board requested the contracts be tabled.�� President Moscaritolo requested the Board make a motion to either accept or table the contract until the Board finds out more about the budget.

A motion was then made by Commissioner Neuhauser and seconded by Commissioner Pugliese to table the approval of the contracts.� Motion carried on roll call as follows:

The Board of Health vehicle has been received.�

The 2nd fireproof file cabinet has been delivered.

Commissioners Report:��

None

Trudy inquired about flavored cigarettes.� Health Officer Ferraioli stated the notice was put up on the cable channel.

Health Officer Ferraioli stated the Health Department just finished TASE, Tobacco Age Sale Enforcement. Anyone under 19 years of age who is not carded and is sold cigarettes, that establishment is in violation.� Four establishments sold to minors and received summonses.

Liaisons Report:�

None

Liaison Klinder inquired about the Mokes case.� Health Officer Ferraioli stated that Mr. Mokes has been issued a bench warrant but failed to appear.

President Moscaritolo inquired about the illegal dog selling operation.� Health Officer Ferraioli stated it has been in court and believes that it has been contested and would probably go to Superior Court.

A motion was made by Commissioner Pugliese and seconded by Commissioner Pentz to adjourn the meeting at 7:58 p.m.
