Minutes of February 21, 2008

The regular meeting of the Board of Health was called to order at 7:00 pm. by President Randy Moscaritolo who announced that the meeting was being held in conformance with the Open Public Meeting Act.� Sunshine Law was read.

On roll call the following members responded as follows:

Health Officer Ferraioli and Liaison Deluca were present for this evenings meeting.�

Commissioner Forman stated the re-organization minutes need to be amended to read Chairperson Forman, Vice President Condo, and Commissioner Pugliese.� He also stated the committee needs an alternate for the finance committee.� President Moscaritolo stated he would be the alternate.

A motion was then made by Commissioner DeSciscio and seconded by Commissioner Kaufman to accept the re-organization minutes with corrections.� �All in favor.

A motion was made by Commissioner Kaufman and seconded by Commissioner Pugliese to accept the regular minutes of the previous meeting.� All in favor.

The monthly reports were discussed, approved and carried on motion by Commissioner DeSciscio and seconded by Commissioner Kaufman.� All in favor.

The monthly income and expenses for January: Income-$2,963.00 and Expenses-$1,679.75

A motion was then made by Commissioner DeSciscio and seconded by Commissioner Kaufman to approve the finance report and pay the current bills.� Motion carried on roll call as follows:

Correspondence:�

There was a brief discussion concerning the memo from Health Officer Ferraioli to Councilman Joho regarding the Capital Budget request.�� Health Officer Ferraioli stated it was for equipment needed for the Department of Health.�� Fireproof files for Vital Statistics and a new vehicle for the REHS were requested.

New Business:

The State Annual Local Health Evaluation Report for 2007 was discussed.�� Health Officer Ferraioli stated this report is completed each year. He also stated it is broken down into 3 sections for the Board to see Kenilworth�s information; Table of Organization and budget for Kenilworth, the second part is a 12 page report in which the State asks for standards of performance, the last part is the Health Officers Certification.

Holy Redeemer Health Care Agreement for 2008 was tabled until the March meeting.� The Board asked to see the 2007 Holy Redeemer Health Care Agreement and Commissioner Forman requested that the Board Secretary check to see what was budgeted for this year.

Commissioner DeSciscio made a motion and seconded by Commissioner Kaufman to introduce an ordinance entitled �CODE OF THE BOROUGH OF KENILWORTH, NEW JERSEY, BOARD OF HEALTH AN ORDINANCE TO CONTROL SEWAGE DISPOSAL AND REQUIRING GREASE INTERCEPTOR�� for second and final reading.� Motion carried on roll call as follows:

Commissioner DeSciscio made a motion and seconded by Vice President Condo to introduce an ordinance entitled �AN ORDINANCE 2007-12-02 NEW JERSEY STATE HOUSING CODE� for second and final reading.� Motion carried on roll call as follows:

Commissioners Report:��

Commissioner Forman requested Health Officer Ferraioli go over his monthly report.� Commissioner Forman asked if the Board of Health would be getting the $11,000 for the Pandemic Flu.� Health Officer Ferraioli stated he had just submitted the request last week and he believed we would be successful in obtaining the funding.�� He then briefly explained the equipment he would be obtaining with the funding.

Commissioner Forman inquired about a strep case in the beginning of the month.� There was a brief discussion concerning the strep case.�

President Moscaritolo welcomed Liaison DeLuca.

Liaisons Report:�

Liaison DeLuca gave the Board various modes of contacting him with any questions, comments or complaints.�� Liaison DeLuca also made a request that the Board waive the cost of the license for the Little League.� Commissioner Forman requested the Board Secretary look into how many non-profit organizations there are in Kenilworth.

A motion was then made by Commissioner DeSciscio and seconded by Vice President Condo to adjourn the meeting at 7:43 p.m.

Next scheduled meeting will be March 20th at 7:00 p.m.
