BOROUGH OF KENILWORTH

FACILITIES COMMITTEE

MEETING OF MARCH 2, 2005

Present were Committee Members: Mayor Gregg David, Councilman Edward Galasso, Councilman Frederick Soos, Police Chief William Dowd, Borough Clerk Hedy Lipke and George Wittman, Hugh and Walter from Schering-Plough.

Councilman Soos reported we are getting a $172,000 Grant from the State for Municipal Building.

Mayor David – received information from Tax Assessor Paul Parsons:

  1. Price to buy the Buynak Building would be 1.6 to 1.8 million dollars
  2. Price to buy the Cross Street property (1.8 acres or 6 lots) would be $240,000 for each lot
  3. If the Borough sold the Girl Scout property (1 acre or 6 lots) he feels we could get about $240,000 for each lot

Councilmen Galasso and Soos felt that the Girl Scout property lots would sell for more – probably about $300,000 per lot.

Mayor David stated he would be willing to entertain the selling of the Girl Scout property to off set the cost of expansion.

George Wittmann stated that is the Borough were to buy the Buynak Building we could rent out some space.

Hugh Montague gave a copy of Municipal Building floor plans showing use of existing square footage for the use of the Police Department based on their wish list – another set of plans showed an addition to the building. The police wish list shows there is not enough square footage on the first floor. He displayed large plans and explained the usage of space.

George Wittman stated that the cost of an addition would be approximately $300 per square foot – approximately $700,000 plus the renovations to the inside of the building.

Consensus of the Committee is that we cannot go the route of building a new building – we have to go with an addition/renovation and the buying of the Buynak Building.

George Wittmann stated he would get more specific pricing on the proposed plans for the renovation/addition to the present municipal building. Also they will be finessing the plans presented tonight.

Mayor David asked George Wittmann to price a new building on Cross Street for the Police Department – plus to buy the land. He would guess the cost would be 4.5 million to build a new Police building and renovate the present municipal building.

Chief Dowd stated he will get the Prosecutor to send a letter regarding the space needs of the Police Department.

Hugh Montague stated he really needs the Buynak Building plans.

Councilman Galasso replied that he will look in the attic to see if he can find them.

Mayor David asked that Hedy call Joanne Rajoppi to see if they have the Buynak building plans on file and who to call.

George Wittman stated that for the next meeting he will redo the plans presented tonight and get a surveyor here to do a site plan of the municipal building.

Discussion on funding – possible grants, selling Girl Scout property or a loan from the Union County Improvement Authority.

Hedy gave Hugh Montague a copy of the tax map of the Girl Scout property.

Next meeting of the Facilities Committee is scheduled for Wednesday, March 30, 2005 at 7:00 P.M. at Borough Hall.
